the songs about billys anger at himself. his childhood was made miserable by the people around him and the abuse he endured and he felt trapped! now he is bitter about that and has chosen to keep private what happened to him, and in adulthood he has no one else to blame for that! so "despite all my rage im still a rat in a cage" i.e he is now imprisoning himself!!
